Chapman brings more than a decade of securities law experience from both private practice at Morgan, Lewis & Bockius LLP and the U.S. Securities and Exchange Commission (SEC). She has counseled boards of directors, executives, and issuers on complex disclosure and compliance matters, drafted and reviewed regulatory filings, and navigated comment letter processes. Her work has included securing regulatory waivers, guiding clients through evolving corporate finance and accounting issues, and providing strategic advice on emerging areas such as cryptocurrency and cross-border offerings.

At the SEC, Chapman contributed to significant rulemakings, advised companies raising capital through exempt offerings, and drafted regulatory text. She also presented recommendations directly to SEC Commissioners and helped shape initiatives including the SEC Government-Business Forum on Small Business Capital Formation.

“Emily's rare blend of SEC regulatory experience and client advisory work makes her uniquely valuable to DragonGC,” said James Palmiter, Co-Founder and CEO of DragonGC. “Her expertise will help strengthen our offering and ensure that our clients – public companies and their advisors – receive practical, regulator-grade insights to navigate a rapidly evolving governance landscape.”

“DragonGC is setting a new standard for governance intelligence, and I'm excited to be part of it,” said Emily Chapman. “I look forward to ensuring DragonGC clients can translate complex rules and investor expectations into clear, strategic disclosure and shareholder communications.”

Chapman serves as a member of the Albany Law School Board of Trustees and is President-Elect of the National Alumni Association Board of Directors. She is admitted to practice in New York, Washington, D.C., and Maryland. She holds a J.D., cum laude, from Albany Law School, an MBA from the University at Albany, and a B.S. in Finance and International Business from SUNY New Paltz.
