Former DOJ Deputy Assistant Attorney General Joins Latham

Seasoned antitrust practitioner Andrew Forman brings both DOJ and FTC experience to the firm's elite Antitrust & Competition Practice.

Latham & Watkins LLP1 is pleased to announce that Andrew Forman, former Deputy Assistant Attorney General (DAAG) in the US Department of Justice (DOJ), Antitrust Division, has joined the firm's Washington, D.C. office as a partner in the Antitrust & Competition Practice and a member of the Litigation & Trial Department. In his role as DAAG (2022-2025), Forman helped lead the Antitrust Division and its hundreds of employees, focusing on civil antitrust investigations, enforcement, policy, and strategy.

During his tenure at the DOJ's Antitrust Division, Forman led significant civil antitrust enforcement matters involving both merger and non-merger conduct, and collaborated with FTC management, state AG offices, and multiple international antitrust enforcers. He regularly advised on merger and conduct investigations and litigations across various industries, contributed to antitrust policy programs, and oversaw special competition initiatives such as Hart-Scott-Rodino (HSR) considerations, interlocking directorate issues, bank mergers, and the implications of AI and algorithms.

Forman's experience covers a broad spectrum of industries, including technology, healthcare and life sciences, pharmaceuticals, insurance, finance and fintech, transportation, consumer products, entertainment, building products, industrials, aerospace, and defense. Before helping to lead the Antitrust Division, Forman worked in private practice for more than 15 years, focusing on antitrust merger clearances, agency investigations, and antitrust counseling. He also worked at the US Federal Trade Commission (FTC) investigating mergers and acquisitions earlier in his career.

“It's wonderful to welcome Andy to our standout team here in the nation's capital,” said Mandy Reeves, Managing Partner of the firm's Washington, D.C. office. “His deep history of leadership in managing complex civil enforcement programs and special competition initiatives, honed through his experience at both the DOJ and FTC as well as private practice, will be a tremendous asset in providing our clients with best-in-class advice and counsel.”

“With his combination of front office credentials, deep relationships with DOJ and FTC staff and leadership, and knowing how to defend strategic transactions, Andy will make our market-leading team even stronger in serving client needs,” added Mike Egge, Global Chair of the firm's Antitrust & Competition Practice. “Demand for sophisticated merger control expertise on a global scale is at an all-time high, so we are thrilled Andy is joining us and helping expand our leadership in successfully closing strategic deals.”

“I'm very excited to join Latham, a firm with a tremendous antitrust practice on both sides of the Atlantic, powerhouse corporate and litigation teams, and global reach,” said Andy Forman. “Helping clients successfully navigate complex antitrust issues in today's world requires strategic thinking, experience, and a world-class team. Drawing from my time at DOJ, in private practice, and at the FTC, I look forward to working with my outstanding Latham colleagues to provide value to clients on antitrust merger clearances and other high-profile antitrust matters.”

Forman received his JD from Georgetown University Law Center in 2000 and his BA from Washington University in 1995.
