NobleReach Announces Second Class of 2025 Scholars

28 participants were selected from a pool of 1200 applicants and placed in public service tech roles across 15 federal, state and local government agencies and five mission-driven industry partners

NobleReach™ Foundation today announced the 2025 class of NobleReach Scholars, building on the success of last year's inaugural class.

This year's NobleReach Scholars – 28 recent graduates and early-career professionals skilled in essential areas like artificial intelligence, cybersecurity and more – will embark on one-year placements in public service tech roles at 15 federal, state and local government organizations and five mission-driven private sector partners. The second-ever cohort of Scholars was selected from a pool of over 1200 applicants from over 100 universities nationwide.

“Across the public and private sector, we need the best and brightest to drive American technological innovation that delivers for the warfighter and works in our national and economic security interests – and against those who would pose a threat to us,” said Gen. John Raymond, former Chief of Space Operations and NobleReach Scholars mentor. “Recruiting and retaining highly skilled, patriotic technical talent at all levels of government is crucial to achieving that goal.”

“The depth and dedication of our applicant pool shows that young people continue to be extremely interested in public service,” added NobleReach CEO Arun Gupta. “We're in a moment when all levels of government are refreshing traditional ways of managing their workforces to better fit the demands of today's mission, and we must be ready with a pipeline of top mission-oriented talent to meet that need.”

Beginning in September, the 2025 NobleReach Scholars will join organizations transforming public service through technology across the country, including:

— United States Department of Defense

— The City of Oklahoma City

— The City of Pittsburgh

— Miami-Dade Innovation Authority (MDIA)

— New Mexico Administrative Office of the Courts

— The State of Maryland

— Seattle Information Technology, City of Seattle

— Virginia Innovation Partnership Corporation

— Our full list of partners is available here.

“Maryland is the State that serves,” said Maryland Secretary of the Department of Information Technology Katie Savage. “We are grateful for our partnership with NobleReach and the Scholars who have chosen to serve with us. Their passion and cybersecurity expertise are a valuable and immediate aid to us as we work to keep our State secure.”

Scholars will engage in four critical areas: artificial intelligence, cybersecurity, business process innovation and materials manufacturing.

“Oklahoma City has been working to use advanced technology to streamline government processes and help our teams to work faster and better for our residents, and we're already seeing amazing results,” said Oklahoma City's Chief Innovation Officer, Dr. Kelly Williams. “Positioning ourselves to make the most of technology into the future means ensuring we have the right people in place to implement it.”

In addition to full-time employment by their host organization, Scholars will receive a pre-placement stipend to cover relocation and setup costs, an orientation bootcamp, quarterly professional development workshops and one-on-one mentorship from leading public and private sector leaders across the four core themes.

“The challenges we face can only be solved with the full participation of all our national assets, across sectors, disciplines and localities,” said the Honorable Lisa Disbrow, NobleReach Board Chair. “The NobleReach Scholars program ensures tomorrow's leaders have the opportunity to learn the importance of public service to our national security and help strengthen collaboration between the public and private sector wherever their careers take them.”

NobleReach will begin accepting applications for the 2026 cohort in Fall 2025.
